4. Proof-demanders above the contractors

Contractors prove things up, not to the public first:

1. Bird / Bell project controls — daily commercial proof (invoices, quantities, labour).

2. Province (CIC + Trade) — Framework: Canadian HQ, sovereignty, local jobs, BYOP, experience. Intake is centralized. Contact: CIC media; Trade and Export Development 306-526-6302.

3. RM of Sherwood — permits, bylaws, possible EIA.

4. First Nation / community — GGFN agreement; SUMA/SARM asked for municipal seat (framework release).

5. Tenants’ customers — if anyone buys “sovereign AI,” they currently have Bell/tenant attestation.

Bell itself is a harder first sale. The 32 (mostly unnamed) firms have a more immediate “prove it to the prime” problem.


5. First hunt list (named, contactable, not Bell HQ)

Priority is interview, not invoice.

Find one of the named firms and ask the interview question. Do not send a verification SKU. Log what they say they must prove. That answer is the next product, if any.
